I. To what do these terms and conditions apply?
The words "this presentation," "the original presentation," and "the original publication" refer to the text and non-text material published (see Section II of this document) on the Internet site http://www.newsking.com/insecurity, including all subdirectories and files not specifically protected by http://www.newsking.com/neonewton/legal.htm or http://www.newsking.com/copyright.htm, which are written and illustrated by T.J. Newton. The words "this document" refer to the terms and conditions of this copyright which are stated here. This document is published (see Section II of this document) on the Internet at http://www.newsking.com/insecurity/rights.htm. If this presentation is moved to a different location, published in some other way, or re-titled, the terms and conditions stated in this document still apply, even if this document is also moved, published in some other way, or re-titled. If this presentation is printed, saved electronically, or redistributed or republished by some other means, electronic or mechanical, the words "this presentation" will still refer to any redistributed or republished version. Any redistribution or republication by anyone other than T.J. Newton is subject to the terms and conditions stated in this document. The words "you" and "your" refer to any person, persons, group, organization, or legal entity to whom or to which these terms and conditions apply. For legal entities, "you'' includes any entity which controls, is controlled by, or is under common control with you. For purposes of this definition, "control'' means (a) the power, direct or indirect, to cause the direction or management of such entity, whether by contract or otherwise, or (b) ownership of more than fifty percent (50%) of the outstanding shares or beneficial ownership of such entity. The words "a work," "the work," and "your work" refer to something that has been, will be, or may be published or republished as described in Section II of this document. The terms and conditions in this document apply to all work (presentations) published by T.J. Newton in which the copyright notice refers to this document, as well as any redistribution or republication of this presentation, or any work in which the copyright notice refers to this document. This document cannot be edited, modified, or reinterpreted in any way. All rights stated in this document, as well as any other rights, are reserved by T.J. Newton.

II. What does it mean to "publish" or "republish?"
A. To publish something means to share it with the public. Depending on what is being shared with the public, a published work can include: an Internet or other electronic presentation containing text, graphics, images, audio, video, or other media or multimedia; a book, magazine, newspaper, pamphlet, or some other work of text or images; a photograph, poster, painting, or other visual publication; a television or radio broadcast, or an audio, video, or other media or multimedia recording or broadcast; a sign or billboard; a speech before a large gathering; or a number of other types of published works not listed here. Sometimes, legal decisions may be needed to decide if something has been published, or if it has merely been shared informally.

B. Legal decisions about whether or not something has been published are especially relevant in the context of republication (see Section III of this document). Republication involves duplicating or copying the original publication and sharing the copy with the public. Oftentimes, as is the case with this presentation, a copyright or other legal protection accompanies something that has been published. This usually prevents theft of the original work in a way that does not give credit to the original publisher or creator, and ensures that the original work is not changed or described in a way that is unsatisfactory to the original publisher or creator (see Section VI of this document). If something that has been published and copyrighted is subsequently duplicated or copied, but credit is given to the original publisher or creator, and the original work is not changed, it does not infringe on copyright law, and does not constitute republication until the copy is shared with the public. Here again, legal decisions may be required to decide what constitutes republication.

C. Some of the legal questions surrounding republication may involve whether copyright law only ensures republication occurs in a way that gives credit to the original publisher or creator, and that the original work is not changed or described in a way that is unsatisfactory to the original publisher or creator. If copyright law is interpreted this way, can a republication be resold, or must it be freely distributed to the public? If copyright law does protect against republication of any kind, what constitutes sharing with the public? If the copy is shared only between a few people, whether or not they request it, is that sharing with the public? It is a difficult social issue.

III. What is a "publication" or "republication?"
Publication can refer to the process of publishing a work, as stated in Section II, Part A of this document. However, as a noun, a publication refers to a work that has been published through processes similar to, and including, those stated in Section II, Part A of this document. Republication can refer to the process of republishing a work, as stated in Section II, Part B of this document. However, as a noun, a republication refers to a work that has been republished through processes similar to, and including, those stated in Section II, Parts A and B of this document.

IV. Printing, duplicating, or electronically saving a personal copy of all or any part of this presentation
You are permitted to print, duplicate, or electronically save a personal copy of all or any part of this presentation. Your personal use of this presentation is not subject to any additional terms and conditions. If you decide to republish this presentation, you are subject to the terms and conditions stated in this document. Republication is defined and explained in Sections II and III of this document, and the specific terms covering republication are stated in Section VI of this document. It is recommended that you print or electronically save a personal copy of this presentation if you cite it as a source as explained in Section V of this document. If you cite this presentation as a source, your use of this presentation is subject to the terms and conditions stated in Section V of this document.

V. Use as a source
Section V of this document also entails the terms and conditions stated in Section VIII of this document, as well as any other terms and conditions in this document that may apply.

A. Using all or any part of this presentation as a source in an academic paper, professional or academic publication, personal or independent publication, or commercial publication
If you cite this presentation as a source as described in Section V of this document, you should print or electronically save a personal copy of this presentation. Use of this presentation as a source must not constitute a republication or reinterpretation of this presentation. The terms and conditions for republication and reinterpretation are stated in Sections VI and VII of this document, respectively.

You are required to cite any direct quotes from this presentation, and should cite any use of ideas taken from this presentation. If you are writing within a specific discipline, you may be required to use either the MLA or APA style of citation. Guidelines for each style are available from both associations, as well as various sites on the Internet. The MLA and APA styles offer several options, which may include endnotes, footnotes, and parenthetical citation. If you are not required to use a particular style, or if you are unsure which style to use, either style is acceptable, though parenthetical citation is preferred to endnotes or footnotes. In all cases, you should include a bibliographic citation if this presentation contributed to your research. Because this presentation is published on the Internet, you should use the section or subsection name (if available) and count paragraphs instead of referencing page numbers. Some sample citations adapted from each style, as well as sample bibliographic entries, are included below.

Adapted MLA style of parenthetical citation

· "Since materialism is a theory of reality, it is a metaphysical theory" (Newton, "Introduction" par. 1).

· According to Newton, materialism is a metaphysical theory ("Introduction" par. 1).

Adapted APA style of parenthetical citation

· "Since materialism is a theory of reality, it is a metaphysical theory" (Newton, 2002, "Introduction" par. 1).

· According to Newton, materialism is a metaphysical theory (2002, "Introduction" par. 1).

Adapted MLA style of bibliographic entry

· Newton, T.J. neoNewtonian Philosophy. 1 May 2003 <http://www.neonewton.com/>, 2002.

Adapted APA style of bibliographic entry

· Newton, T.J. (2002). neoNewtonian philosophy. <http://www.neonewton.com/>, 1 May 2003.

Please note that in the preceding example, the date "1 May 2003" refers to the date you hypothetically accessed the website, and the year 2002 by itself refers to the date of publication (the most recent copyright date).

B. Use as a source vs. republication
If a majority of your work is taken from any publication or republication of this presentation, either authored by, republished from, or based on the work of T.J. Newton, you should refer to the terms and conditions stated in Section VI of this document. If your work constitutes a republication of this presentation, or a republication of any other work authored by, republished from, or based on the work of T.J. Newton, you must abide by the terms and conditions stated in Section VI of this document, as well as any other terms and conditions in this document that may apply.

VI. Republishing
A. Introduction
1. Section VI of this document also entails the terms and conditions stated in Section VIII of this document, as well as any other terms and conditions in this document that may apply. A republication is described in Sections II and III of this document, and is not limited to a written work. A republication of this presentation must not constitute a reinterpretation. If you reinterpret this presentation, you must abide by the terms and conditions stated in Section VII of this document, as well as any other terms and conditions in this document that may apply.

2. The terms for republication of this presentation are not limited to those outlined in this document. If you republish this presentation according to any of the terms and conditions stated in Section VI of this document, you must understand and agree that you are entering into a contract with T.J. Newton in which T.J. Newton reserves the right to deny permission to republish this presentation in any way, for any reason, at any time.

3. Parts B-G of Section VI of this document state the terms and conditions for different methods of republication. If all or any part of your work is subject to the terms and conditions stated in Parts C, D, or E of Section VI of this document, then your entire work is not eligible for the terms and conditions stated in Section VI, Part B of this document. If all or any part of your work is subject to the terms and conditions stated in Section VI, Parts D or E of this document, then your entire work is not eligible for the terms and conditions stated in Section VI, Parts B or C of this document. If all or any part of your work is subject to the terms and conditions stated in Section VI, Part E of this document, then your entire work is not eligible for the terms and conditions stated in Parts B-D of Section VI of this document. If all or any part of your work is subject to the terms and conditions stated in Section VI, Part F of this document, then your entire work is also subject to the terms and conditions stated in Section VI, Parts B-E of this document, depending on the type of republication you are doing. If all or any part of your work is subject to the terms and conditions stated in Section VI, Part G of this document, then your entire work is also subject to the terms and conditions stated in Section VI, Parts B-F of this document, as well as Section V of this document.

4. If your use of this presentation is not subject to the terms and conditions in Section VI of this document, your use of this presentation is still subject to other terms and conditions in this document, including Sections V or VII of this document.

5. This document cannot be edited, modified, or reinterpreted in any way. Though this document must appear in any republication of this presentation, the terms and conditions that apply to editing and modifying this presentation are not intended to permit editing or modification of this document.

6. The terms "the user" and "the reader" refer to any person, persons, group, or organization to whom or to which your republication is distributed, shared, or republished.

7. This document is subject to change without notice. If you republish all or any part of the text or non-text material contained on this site, you are responsible for abiding by any changes to this document, and for updating your republication if possible, though every effort will be made to ensure that any changes will not significantly affect existing republications. Changes in this document may include clarification of words or phrases if it is deemed necessary.

B. Republishing an exact copy of this presentation for any reason
1. Section VI, Part B of this document states the terms and conditions for republishing an exact copy of this presentation. Although similar, republishing an exact copy of this presentation is different from republishing an unedited and unmodified version of this presentation. The terms and conditions for republishing an unedited and unmodified version of this presentation are stated in Section VI, Part C of this document.

2. To republish an exact copy of this presentation, you must either print out this entire presentation from a web browser, as it appears in the web browser, or duplicate all of the files in this presentation that were used to display this presentation in a web browser. Whether you print out this entire presentation, or duplicate all of the files, you must include this document as stated in Section VI, Part B, Number 5 of this document, and you may not omit, add to, or change any text or non-text material, or add any additional text or non-text material.

3. If your republication is printed or rendered electronically, it must be rendered in its entirety, including all graphics, images, figures, and tables, and cannot appear as a serial or series. If your work must be stored or recorded using multiple storage devices, such as multiple tapes, disks, or discs, all of the devices must be included in any shipment, transport, or order, and must be packaged or bundled together. If your work consists of multiple files, but the files used in your work do not automatically display in a viewing program as a web page does in a browser, then the files must be listed or presented for transfer so that all of the required files are displayed or made available together. In such cases, the files must also be easy to display or execute in any viewing device or program once any setup or transfer is complete, so that no special action is required in order to view the presentation in its entirety, including this document. The device or program in which the files are displayed cannot simultaneously display any advertisements or other information, media, or multimedia, and the device or program cannot block or inhibit further republication of this presentation. You must also abide by the terms and conditions stated in Section VI, Part B, Number 12 of this document regarding copyrights.

4. If you are printing out this presentation on paper, the text size must be approximately equivalent to a 10 or 12 point font, and the original font should be used. The pages must be white or bisque, rectangular, and should not be smaller than 8.5 inches by 11 inches. The text must be black, and must be perpendicular to the long edge of the paper. You must print all figures and tables as they appear in the original presentation. All of the colors should be preserved, though high quality grayscale print outs are permitted. The paper must not contain any background images or text, and no text or images should appear in the margins (see Section VI, Part B, Number 7 of this document). The same margins, spacing, and paper must be used consistently throughout any republication. All of the pages should be fastened together, and if a cover is included, it cannot contain any text except for the title and author. Your browser must print out the URL and Page Title in the header or footer. If your browser does not have that capability, you should download another browser, or obtain permission to omit this step from T.J. Newton at newsking@newsking.com. Permission shall only be granted by email. A chat room, message board, newsgroup, or other means is not sufficient.

5. Whether you are printing out this presentation on paper, or duplicating all of the files used for displaying this presentation in a web browser, you must include this document in any republication. If you are printing out this presentation on paper, this document must immediately follow the list of works cited (if any), or else must follow the last paragraph of the republication, and must be printed according to the same terms and conditions stated in Section VI, Part B, Number 4 of this document. If there is an appendix, this document must be placed according to the terms and conditions stated in Section VI, Part F, Number 5 of this document. The same paper must be used for printing out this document as is used for the rest of your republication. If you are duplicating all of the files used for displaying this presentation in a web browser, the link to this document must be preserved, and the link must work in the same manner as in the original publication.

6. Any viewing device or program that displays the files used for displaying this presentation in a web browser should allow the user to read the presentation at his or her own pace. Any scrolling features must display the entire presentation, including this document, consistently, though the right of the user to set his or her own pace cannot be infringed.

7. The original presentation cannot be obscured, overlaid, surrounded, or bordered by additional text, images, audio, video, or other media or multimedia, nor can any such text or non-text material underlie or otherwise constitute the background of the original presentation. If your republication is a text presentation, you cannot insert decorations, headers, footers, or margin notes (except as described in Section VI, Part D of this document). If your republication is an audio, video, or other media or multimedia presentation (which is permitted only under Section VI, Parts C-E of this document) the media or multimedia must not contain messages - verbal, musical, textual, visual, or otherwise - that communicate information that the original presentation does not intend communicate, or that is contrary to the information communicated in the original presentation. The original presentation cannot be introduced, preceded, or proceeded by disturbing or distasteful text, images, audio, video, or other media or multimedia.

8. You may not use the name T.J. Newton, or any variation of this name, such as T. Newtton, to suggest endorsement, authorization, or approval of your republication, or suggest endorsement, authorization, or approval in any other way. Additional phrases, such as "Authorized Republication," or "Official Publication" are not permitted. Under no circumstances can you refer to your work as "the original" or use any similar phrase, term, or words.

9. If you abridge any part of this presentation, you must abide by the terms and conditions stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document).

10. If you are republishing another party's republication, you must also abide by the terms and conditions stated in Section VI, Part F of this document (see Section VI, Part A, Number 3 of this document).

11. If your republication of this presentation is part of a larger work, permission to republish may be denied depending on the content of your work. (Also see Section IX of this document.) You may not criticize, critique, demean, or condemn any portion of the original presentation, or refer to any portion of the original presentation as "wrong," "incorrect," or use any similar term. You also may not refer to this presentation using any label other than the title, or use this presentation to represent your views, or the views of any other party, group, organization, school of thought, or individual.

12. In any republication, this document must still serve as the terms and conditions of the copyright, which in the case of republication is still held by T.J. Newton. You must include this document along with your republication, as explained in Section VI, Part B, Number 5 of this document. You cannot apply any additional copyrights to your republication of all or any part of this presentation. You cannot require anyone to contact you for permission to republish any work protected by this document, nor can you require involvement, or involvement of your interests, in any republication protected by this document.

13. If a third party handles your republication, they are also subject to all of the terms and conditions in this document.

14. If you republish an exact copy of this presentation in a journal, magazine, or other third party publication, then you may not change the terms and conditions in this document in order to comply with the terms and conditions of the third party without express written permission from T.J. Newton at newsking@newsking.com. Permission shall only be granted by email; a chat room, message board, newsgroup, or other means is not sufficient.

15. You are permitted to sell your republication of this presentation for commercial or other purposes, but T.J. Newton must receive 50% of all profits related to your republication. You must also include information about obtaining the original publication as stated in Section VI, Part B, Numbers 4 and 5 of this document, and you are still subject to the terms and conditions stated in this document, including Section VI, Part B, Number 12 of this document regarding copyrights. If you do not sell your republication, but instead charge a fee for redistribution of your republication of this presentation, such as the price of a magazine or a fee for access to a web site or distribution network, T.J. Newton must receive 50% of all profits related to the redistribution of your republication of this presentation.

16. The complete list of works cited (if any) must appear in any republication, and cannot be moved from its location within the original presentation.

17. You cannot use the name of a product or service manufactured or produced using a name that contains the word HomelandInsecurity.org or any similar word, or a business entity or organization using a name that contains the word HomelandInsecurity.org, or any similar word, as the title of a republication, or in any section, subsection or other part of a republication, or in any reference to a republication. Section VI, Part B, Number 17 of this document also entails the terms and conditions stated in Section VIII of this document. See Section VIII of this document for more information regarding the use of the word HomelandInsecurity.org, or any similar word.

C. Republishing an unedited and unmodified version of all or any part of this presentation for any reason
1. An unedited and unmodified republication is similar to an exact copy of the original publication, which is described in Section VI, Part B of this document. But an unedited and unmodified republication may not be an exact copy. An unedited and unmodified republication may be republished in a book using a paper size different from 8.5 inches by 11 inches, or it may be rendered electronically in a manner different from a web page, or using files different from the original files. In all cases, the text, figures, tables, and other information cannot be omitted, edited, or modified, and additional text or non-text material cannot be inserted.

2. An unedited and unmodified republication cannot include changes to the title or author, or the addition of any other written work or illustrations (see Section VI, Part A, Number 3 of this document). Special care must be taken to ensure that the title and author are clearly visible. The author of this presentation is T.J. Newton. If you republish on the Internet or in any similar electronic format, whether a network is involved or not, your entire republication must appear as a single "page," no matter how long it is (including all appendices, if any - see Section VI, Part E, Number 27, and Section VI, Parts F-G of this document), and you must include this document. Although this document appears on a separate web page of the original publication, you must include this document on the same "page" as your republication if you republish on the Internet or in any similar electronic format, whether a network is involved or not (see Section VI, Part A, Number 5 of this document). If a word processor file is used as a means of republication (i.e. a word processor file isn't being used to create a paper republication), or any similar electronic format is used, your entire republication must appear as a single file, no matter how long it is (including all appendices, if any - see Section VI, Part E, Number 27, and Section VI, Parts F-G of this document), and you must include this document. Although this document appears on a separate web page of the original publication, you must include this document as part of the same file as your republication if a word processor file is used as a means of republication (i.e. a word processor file isn't being used to create a paper republication), or any similar electronic format (See Section VI, Part A, Number 5). You must include the title, author, and any additional information included with the original publication on the same "page" as the rest of your republication if you republish on the Internet or in any similar electronic format, whether a network is involved or not. You must include the title, author, and any additional information included with the original publication in the same file as the rest of your republication if a word processor file is used as a means of republication (i.e. a word processor file isn't being used to create a paper republication), or any similar electronic format. If you republish this presentation on paper, the entire work must be bound together, including this document (and all appendices, if any - see Section VI, Part E, Number 27, and Section VI, Parts F-G of this document). Additionally, a paper or electronic republication must include the title and author on the cover (if any), title page (if any), and immediately preceding the Introduction (if any) or first paragraph. If a paper or electronic republication does not include a cover or title page, but is not an exact copy as explained in Section VI, Part B of this document, you must also include the title and author at the beginning, or the top, of the first or topmost "page," preceding any other text. If your republication is printed or rendered electronically, it must be appear on any viewing device so that all parts, including the title, author, and this document are equally accessible, and so that no special actions are required to view any part. If it is recorded, copied, or broadcast as an audio, video, or other media or multimedia presentation, it must be rendered in its entirety, including the title, author, and this document, and cannot appear as a serial or series. You must also abide by the terms and conditions stated in Section VI, Part C, Numbers 20-22 of this document regarding copyrights.

3. This document must immediately follow the list of works cited (if any), or else must follow the last paragraph of the republication. If there is an appendix, this document must be placed according to the terms and conditions stated in Section VI, Part F, Number 7 of this document.

4. Any viewing device or program that displays your republication of this presentation should allow the user to read the presentation at his or her own pace. Any scrolling features must display the entire presentation, including this document, consistently, though the right of the user to set his or her own pace cannot be infringed. If your republication is an audio, video, or other media or multimedia presentation, the document must be rendered at a consistent pace, including this document (as well as all appendices, if any), though the right of the user to set his or her own pace cannot be infringed.

5. No sections, subsections, paragraphs, sentences, or words can be moved, rearranged, altered, or deleted.

6. All section and subsection titles must remain unchanged (if any).

7. All names of tables and figures must remain unchanged (if any).

8. All text that is in bold, italicized, or underlined, or uses any combination of these styles, must appear in any republication as they do in the original publication.

9. Sections and subsections must be separated from one another by at least one skipped line, and the size of the skipped line must be proportional to the surrounding text.

10. You must reproduce the tables and figures as precisely as possible. You may not omit, add to, or change any tables or figures, or add any additional tables or figures, or any other media or multimedia. You should republish the tables and figures using their original colors. You must not redraw or make inexact copies of the tables or figures, or you will be subject to the terms and conditions stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document). If the tables or figures are unreadable or of poor quality, then you cannot republish all or any part of this presentation. If you use the tables or figures for any reason other than as part of a republication, you must abide by the terms and conditions stated in Section VIII, Part E of this document.

11. All of the graphics and images (excluding tables and figures) that appear in the original presentation can only be reused or copied if they appear in a paper or electronic republication that is an exact copy of the original publication. An exact copy of this presentation is described in Section VI, Part B of this document.

12. The following must appear as the first paragraph of the republication: "This work is a republication of a presentation originally written and published by T.J. Newton, Copyright 2002 (or the latest copyright date) by T.J. Newton. The original presentation is available on the Internet at http://www.newsking.com/insecurity." The text must be the same size, color, font, and style as all of the other text, and the same alignment, margins, spacing, and paper (or background) must be used. It cannot appear on a page, screen, or area without any other text, or on a page, screen, or area that does not contain body text.

15. If you abridge any part of this presentation, you must abide by the terms and conditions stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document).

16. If you are republishing another party's republication, you must also abide by the terms and conditions stated in Section VI, Part F of this document (see Section VI, Part A, Number 3 of this document).

18. You may place your name on the title page, cover, or in the vicinity of the original title and author, but your name cannot precede the original title and author, and must not be written larger or smaller than the title or author, and must not appear in a different color, font, or style of text than the title and author (see Section VI, Part C, Number 2 of this document). The same margins, spacing, and alignment must be used for your name as for the title and author. If you include your name, you must precede your name with the words "Republished by." The words "Republished by" must be the same size, color, font, and style of text as your name, and the same margins, spacing, and alignment must be used. If a publication data page or area is included, it may not precede the title page or title area, and it must not suggest your authorship.

19. If you do not include your name on the title page, cover, or in the vicinity of the existing title and author, you must instead include the words "Republished Version." The words "Republished Version" cannot precede the existing title and author, and must not be written larger or smaller than the title or author, and must not appear in a different color, font, or style of text than the title and author. The same margins, spacing, and alignment must be used for the words "Republished Version" as for the title and author. If a publication data page or area is included, it may not precede the title page or title area, and it must not suggest your authorship.

20. In any republication, this document must still serve as the terms and conditions of the copyright, which in the case of republication is still held by T.J. Newton. You must include this document along with your republication, as explained in Section VI, Part C, Number 2 of this document. (See Section VI, Part C, Numbers 21-22 for additional terms and conditions involving copyrights.)

21. In addition to abiding by the terms and conditions of the copyright held by T.J. Newton, stated in Section VI, Part C, Number 20 of this document, you may also place your own copyright on your work, though the terms and conditions cannot interfere with the terms and conditions of this document. It may be legally possible for you to prohibit republication of your work if you place an additional copyright on your work (see Section II, Part C of this document). If it is legally possible for you to prohibit republication, you may do so, but you are required to abide by the terms and conditions stated in Section VI, Part C, Number 22 of this document. If you both place an additional copyright and permit republication, the terms and conditions of your copyright cannot interfere with the terms and conditions of republication stated in this document (a republication of your republication would technically be re-republication of the original publication - see Section VI, Part F of this document for an explanation of re-republication). You cannot require anyone to contact you for permission to republish any work protected by this document, nor can you require involvement, or involvement of your interests, in any republication protected by this document.

22. If you place a copyright on your work in addition to the copyright held by T.J. Newton, you must abide by the terms and conditions stated in Section VI, Part C, Numbers 20-21 of this document. In addition, your copyright cannot override the copyright held by T.J. Newton. You can't, for example, republish this work and attempt to use your copyright to legally block the use, republication, or reinterpretation of other works (presentations) published by T.J. Newton in which the copyright notice refers to this document, or any other redistribution or republication of this presentation by any party, or any other work in which the copyright notice refers to this document. Any copyright you place on your republication that may in turn prohibit subsequent republication of your work (re-republication) must not prohibit other republications of this presentation, or prohibit subsequent republication (re-republication) of any part of your work that you did not edit or modify, even if your republication is the most widely available. Editing and modification of this presentation are subject to the terms and conditions stated in Section VI, Parts D and E of this document, respectively (see Section VI, Part A, Number 3 of this document). As outlined in Section VI, Part C, Number 12 of this document, you must also include information about obtaining the original publication.

23. If a third party handles your republication, they are also subject to all of the terms and conditions in this document.

24. If, without editing or modification (see Section VI, Parts D and E of this document), you decide to republish this presentation in a journal, magazine, or other third party publication, then you may not change the terms and conditions in this document in order to comply with the terms and conditions of the third party without express written permission from T.J. Newton at newsking@newsking.com. Permission shall only be granted by email; a chat room, message board, newsgroup, or other means is not sufficient.

25. The same size, color, font, and style of text, and the same margins, spacing, and paper (or background) must be used consistently throughout any republication, including the endnotes and list of works cited (if any).

26. You are permitted to sell your republication of this presentation for commercial or other purposes, but T.J. Newton must receive 50% of all profits. You must also include information about obtaining the original publication as stated in Section VI, Part C, Number 12, and you are still subject to the terms and conditions stated in this document, including Section VI, Part C, Numbers 20-22 of this document regarding additional copyrights. If you do not sell your republication, but instead charge a fee for redistribution of your republication of this presentation, such as the price of a magazine or a fee for access to a web site or distribution network, T.J. Newton must receive 50% of all profits related to the redistribution of your republication of this presentation.

27. The complete list of works cited (if any) must appear in any republication, and cannot be moved from its location within the original presentation.

28. You are permitted to omit the "Feedback" section of this presentation in any republication.

29. You cannot use the name of a product or service manufactured or produced using a name that contains the word HomelandInsecurity.org, or any similar word, or a business entity or organization using a name that contains the word HomelandInsecurity.org, or any similar word, as the title of a republication, or in any section, subsection or other part of a republication, or in any reference to a republication. Section VI, Part C, Number 29 of this document also entails the terms and conditions stated in Section VIII of this document. See Section VIII of this document for more information regarding the use of the word HomelandInsecurity.org, or any similar word.

D. Editing and then republishing all or any part of this presentation for any reason
1. If you want to edit this presentation beyond the terms and conditions stated in Section VI, Part D of this document, you may obtain permission by contacting the author of the original presentation, T.J. Newton, at newsking@newsking.com, or you may refer to the terms and conditions for making a modification stated in Section VI, Part E of this document. If you choose to contact T.J. Newton for permission to edit beyond the terms and conditions stated in Section VI, Part D of this document, permission shall only be granted by email. A chat room, message board, newsgroup, or other means is not sufficient.

2. In the context of republication of this presentation, editing involves the correction of spelling and grammar. The rearrangement of words in a sentence, sentences in a paragraph, or paragraphs within this presentation is prohibited. The replacement of words within a sentence, and/or the addition of extra words, phrases, sentences, or paragraphs, is also prohibited. A grammar correction may involve the voice of a sentence, or the tense of a verb, but cannot involve changing words from singular to plural or vice versa, or the use or addition of different words. Adding or removing punctuation marks is prohibited unless a period was left off of the end of a sentence in the original presentation, or a quotation mark is missing in the original presentation. Breaking up long sentences, or combining short sentences, is prohibited. Editing cannot change the meaning of a sentence or paragraph. If you are in doubt about changing the meaning of a sentence or paragraph, it is recommended that you do not edit it. If the meaning of a sentence is changed, you are required to abide by the terms and conditions for making a modification to this presentation, stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document). If you are editing a republication, as described in Section VI, Part F, you should consult the original presentation as described in Section VI, Part D, Number 13 of this document.

3. An edited, but unmodified, republication cannot include changes to the title or author, or the addition of any other written work or illustrations (see Section VI, Part A, Number 3 of this document). Although this document appears on a separate web page of the original publication, you must include this document on the same "page" as your republication if you republish on the Internet or in any similar electronic format, whether a network is involved or not (See Section VI, Part A, Number 5). If a paper or electronic republication does not include a cover or title page, but is not an exact copy as explained in Section VI, Part B of this document, you must also include the title and author at the beginning, or the top, of the first or topmost "page" preceding all other text. You must also abide by the terms and conditions stated in Section VI, Part D, Numbers 22-24 regarding copyrights.

4. This document must immediately follow the list of works cited (if any), or else must follow the last paragraph of the republication. If there is an appendix, this document must be placed according to the terms and conditions stated in Section VI, Part F, Number 7 of this document.

6. No sections, subsections, paragraphs, sentences, or words can be moved, rearranged, altered, or deleted.

7. All section and subsection titles must remain unchanged (if any).

8. All names of tables and figures must remain unchanged (if any).

9. All text that is in bold, italicized, or underlined, or uses any combination of these styles, must appear in any republication as they do in the original publication.

10. Sections and subsections must be separated from one another by at least one skipped line, and the size of the skipped line must be proportional to the surrounding text.

11. You must reproduce the tables and figures as precisely as possible. You may not omit, add to, or change any tables or figures, or add any additional tables or figures, or any other media or multimedia. You should republish the tables and figures using their original colors.

12. All of the graphics and images (excluding tables and figures) that appear in the original presentation can only be reused or copied if they appear in a paper or electronic republication that is an exact copy of the original publication. An exact copy of this presentation is described in Section VI, Part B of this document.

13. The following must appear as the first paragraph of the republication: "This work is an edited republication of a presentation originally written and published by T.J. Newton, Copyright 2002 (or the latest copyright date) by T.J. Newton. The original unedited presentation is available on the Internet at http://www.newsking.com/insecurity." The text must be the same size, color, font, and style as all of the other text, and the same alignment, margins, spacing, and paper (or background) must be used. It cannot appear on a "page" without any other text, or on a "page" that does not contain body text.

15. Under no circumstances can you refer to your work as "the original" or anything similar.

16. You cannot state or imply that any editing was done by T.J. Newton, or that any editing is endorsed, authorized, or approved by T.J. Newton. You cannot state or imply than any editing is "better," "an improvement," or include any similar words or phrases. You cannot state or imply that the original presentation "needed editing," or that it was "bad" or "poorly written," or use any similar words or phrases.

17. If you abridge any part of this presentation, you must abide by the terms and conditions stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document).

18. If you are republishing another party's republication, you must also abide by the terms and conditions stated in Section VI, Part F of this document (see Section VI, Part A, Number 3 of this document).

20. You may place your name on the title page, cover, or in the vicinity of the original title and author, but your name cannot precede the original title and author, and must not be written larger or smaller than the title or author, and must not appear in a different color, font, or style of text than the title and author (see Section VI, Part D, Number 3 of this document). The same margins, spacing, and alignment must be used for your name as for the title and author. If you include your name, you must precede your name with the words "Edited by" or "Edited and Republished by." The words "Edited by" or "Edited and Republished by" must be the same size, color, font, and style of text as your name, and the same margins, spacing, and alignment must be used. If a publication data page or area is included, it may not precede the title page or title area, and it must not suggest your authorship.

21. If you do not include your name on the title page, cover, or in the vicinity of the existing title and author, you must instead include the words "Edited Version." The words "Edited Version" cannot precede the existing title and author, and must not be written larger or smaller than the title or author, and must not appear in a different color, font, or style of text than the title and author. The same margins, spacing, and alignment must be used for the words "Edited Version" as for the title and author. If a publication data page or area is included, it may not precede the title page or title area, and it must not suggest your authorship.

22. In any republication, this document must still serve as the terms and conditions of the copyright, which in the case of republication is still held by T.J. Newton. You must include this document along with your republication, as explained in Section VI, Part D, Number 3 of this document. (See Section VI, Part D, Numbers 23-24 for additional terms and conditions involving copyrights.)

23. In addition to abiding by the terms and conditions of the copyright held by T.J. Newton, stated in Section VI, Part D, Number 22 of this document, you may also place your own copyright on your work, though the terms and conditions cannot interfere with the terms and conditions of this document. It may be legally possible for you to prohibit republication of your work if you place an additional copyright on your work (see Section II, Part D of this document). If it is legally possible for you to prohibit republication, you may do so, but you are required to abide by the terms and conditions stated in Section VI, Part D, Number 24 of this document.

24. If you place a copyright on your work in addition to the copyright held by T.J. Newton, you must abide by the terms and conditions stated in Section VI, Part D, Numbers 22-23 of this document. Modification of this presentation is subject to the terms and conditions stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document). As outlined in Section VI, Part D, Number 13 of this document, you must also include information about obtaining the original publication.

25. All edited text must include a reference to a footnote or endnote where the text of the original presentation is included. Because the original presentation uses endnotes numbered in Arabic numerals, the footnotes or endnotes used to refer to edited text must be numbered in Roman numerals, lower case, beginning with numeral i. If you edit only one sentence in a paragraph, the numbered reference that refers to the footnote or endnote should appear at the end of the sentence, before the punctuation mark. If you edit more than one sentence in a paragraph, the numbered reference that refers to the footnote or endnote should appear at the end of the paragraph, after the punctuation mark, separated by one space. The references to your footnotes or endnotes should use the format shown in the following sample:

This is a sample sentence that serves as the first instance of editing (i).

Every footnote or endnote must be numbered, starting with numeral i, and must proceed in numerical order, increasing by a factor of one, for each additional entry. The numerals must correspond directly to the numeric references in the edited text. If there are already footnotes or endnotes numbered in roman numerals, you must refer to the terms and conditions stated in Section VI, Part F, Number 6. You must skip one line between each footnote or endnote, and the size of the skipped line must be proportional to the text size. If you edited any part of a sentence in a paragraph, you must include the entire sentence from the original presentation in your footnote or endnote. If you edited more than one sentence in a paragraph, you must include the entire paragraph from the original presentation in your footnote or endnote. If you use footnotes, they should appear according to the format shown in the following sample:

i. This is a sample sentence that serves as the original text from the first instance of editing.

Endnotes are more appropriate for the web, as well as most electronic presentations described in Section VI, Part D, Number 3 of this document. Endnotes must be placed immediately following the endnotes in the original publication. Following the punctuation mark at the end of the last sentence of each endnote, and separated from the punctuation mark at the end of the last sentence of each endnote by one space, you must include a reference to the to the text in your republication where the reference to the endnote appears. The reference to the text of your republication that appears in the endnote must include the section title (if any), page number (if any) and paragraph number. You have the option of counting the paragraphs in a section of subsection, or numbering the paragraphs in the body of your republication and referring to the paragraph numbers you used. If you choose to number the paragraphs in your republication, the numbers must appear in the left margin no less than one space from the left margin of the text of the paragraph, and the text of the number must be the same size, color, font, and style as all of the other text, and the same alignment, margins, spacing, and paper (or background) must be used for all of the numbers. Your endnotes should use the format shown in the following sample:

i. This is a sample sentence that serves as the original text from the first instance of editing ("Introduction" par. 3).

26. If a third party handles your republication, they are also subject to all of the terms and conditions in this document.

27. If, without modification (see Section VI, Part E of this document), you decide to republish this presentation in a journal, magazine, or other third party publication, then you may not change the terms and conditions in this document in order to comply with the terms and conditions of the third party without express written permission from T.J. Newton at newsking@newsking.com. Permission shall only be granted by email; a chat room, message board, newsgroup, or other means is not sufficient.

28. The same size, color, font, and style of text, and the same margins, spacing, and paper (or background) must be used consistently throughout any republication, including the endnotes and list of works cited (if any).

29. You are permitted to sell your republication of this presentation for commercial or other purposes, but T.J. Newton must receive 50% of all profits. You must also include information about obtaining the original publication as stated in Section VI, Part D, Number 13 of this document, and you are still subject to the terms and conditions stated in this document, including Section VI, Part D, Numbers 22-24 of this document regarding additional copyrights. If you do not sell your republication, but instead charge a fee for redistribution of your republication of this presentation, such as the price of a magazine or a fee for access to a web site or distribution network, T.J. Newton must receive 50% of all profits related to the redistribution of your republication of this presentation.

30. The complete list of works cited (if any) must appear in any republication, and cannot be moved from its location within the original presentation.

31. You are permitted to omit the "Feedback" section of this presentation in any republication.

32. Section VI, Part D, Number 32 of this document also entails the terms and conditions stated in Section VIII of this document. See Section VIII of this document for more information regarding the use of the word HomelandInsecurity.org, or any similar word.

E. Modifying and then republishing all or any part of this presentation for any reason
1. If you modify and then republish this presentation, you should notify T.J. Newton by email at newsking@newsking.com. Notification must be received by email; a chat room, message board, newsgroup, or other means is not sufficient.

2. If your republication contains a single modification of the original presentation, including the addition of any other written work or illustrations, your entire work is subject to the terms and conditions of Section VI, Part E. (See Section VI, Part A, Number 3 of this document).

3. If your republication is subject to the terms and conditions of Section VI, Part E, then any editing must also be classified as a modification.

4. In a modified republication, any text different from the original publication, including original text that was changed, as well as text that was added to your republication of the original presentation without changing the original text, must, separately or together, never constitute a majority of the total text of your republication. If your modification of the original publication is in the form of an audio, video, or other media or multimedia presentation, the text may or may not visually resemble written material, and in such cases the text should be considered the audio, video, or other media or multimedia that is based on the text of the original publication.

5. In a modified republication, any tables, figures, images, sounds, or other media or multimedia, including original tables or figures that were changed, as well as tables, figures, images, sounds, or other media or multimedia that was added to your republication of the original presentation without changing the original tables and figures, must, separately or together, never constitute a majority of the total non-text material of your republication. If your modification of the original publication is in the form of an audio, video, or multimedia presentation, the non-text material may or may not visually resemble the original tables and figures, and in such cases the non-text material should be considered the audio, video, or other media or multimedia that is based on the non-text material of the original publication.

6. A modified republication cannot include changes to the title or author. If a word processor file is used as a means of republication (i.e. a word processor file isn't being used to create a paper republication), or any similar electronic format is used, your entire republication must appear as a single file, no matter how long it is (including all appendices, if any - see Section VI, Part E, Number 27 and Section VI, Parts F-G of this document), and you must include this document. Although this document appears on a separate web page of the original publication, you must include this document as part of the same file as your republication if a word processor file is used as a means of republication (i.e. a word processor file isn't being used to create a paper republication), or any similar electronic format (See Section VI, Part A, Number 5 of this document). You must include the title, author, and any additional information included with the original publication on the same "page" as the rest of your republication if you republish on the Internet or in any similar electronic format, whether a network is involved or not. You must include the title, author, and any additional information included with the original publication in the same file as the rest of your republication if a word processor file is used as a means of republication (i.e. a word processor file isn't being used to create a paper republication), or any similar electronic format (See Section VI, Part A, Number 5 of this document). If you republish this presentation on paper, the entire work must be bound together, including this document (and all appendices, if any - see Section VI, Part E, Number 27 and Section VI, Parts F-G of this document). You must also abide by the terms and conditions stated in Section VI, Part E, Numbers 23-25 of this document regarding copyrights.

7. This document must immediately follow Appendix I (See Section VI, Part E, Number 27 of this document). If there are other appendices, this document must be placed according to the terms and conditions stated in Section VI, Part F, Number 7 of this document.

9. You cannot state or imply that any modifications were made by T.J. Newton, or that any modifications are endorsed, authorized, or approved by T.J. Newton. You cannot state or imply than any modifications are "better," "an improvement," or include any similar words or phrases. You cannot state or imply that the original presentation "needed modification," or that it was "bad," "wrong," "incorrect," "inaccurate," or "poorly written," or use any similar words or phrases.

10. Your republication cannot contain words, phrases, sentences, or paragraphs that criticize, critique, demean, or condemn all or any portion of the original presentation, or refer to all or any portion of the original presentation as "wrong," "incorrect," "inaccurate," or use any similar term.

11. If you modify any part of a section of this presentation in which the word HomelandInsecurity.org is used in the original section or subsection title, you must change the section or subsection title so as not to state or imply that your modification is part of the original publication. If you wish, you can insert the words "A Modification of" immediately preceding the existing section or subsection title. The words "A Modification of" must be the same size, color, font, and style as the rest of the section title, and the same alignment, margins, spacing, and paper (or background) must be used.

12. All of the graphics and images (excluding tables and figures) that appear in the original presentation can only be reused or copied if they appear in a paper or electronic republication that is an exact copy of the original publication. An exact copy of this presentation is described in Section VI, Part B of this document.

14. Under no circumstances can you refer to your work as "the original" or anything similar.

15. If a third party handles your republication, they are also subject to all of the terms and conditions in this document.

16. If you are republishing another party's republication, you must also abide by the terms and conditions stated in Section VI, Part F of this document (see Section VI, Part A, Number 3 of this document).

17. If your republication of this presentation is part of a larger work, permission to republish may be denied depending on the content of your work. (Also see Section IX of this document.) You may not criticize, critique, demean, or condemn any portion of the original presentation, or refer to any portion of the original presentation as "wrong," "incorrect," "inaccurate," or use any similar term. You also may not refer to this presentation using any label other than the title, or use this presentation to represent your views, or the views of any other party, group, organization, school of thought, or individual.

18. If you do a republication with a modification, and you decide to republish in a journal, magazine, or other third party publication, then you may not change the terms and conditions in this document in order to comply with the terms and conditions of the third party without express written permission from T.J. Newton at newsking@newsking.com. Permission shall only be granted by email; a chat room, message board, newsgroup, or other means is not sufficient.

19. You may place your name on the title page, cover, or in the vicinity of the original title and author, but your name cannot precede the original title and author, and must not be written larger or smaller than the title or author, and must not appear in a different color, font, or style of text than the title and author (see Section VI, Part E, Number 4 of this document). The same margins, spacing, and alignment must be used for your name as for the title and author. If you include your name, you must precede your name with the words "Modified by" or "Modified and Republished by." The words "Modified by" or "Modified and Republished by" must be the same size, color, font, and style of text as your name, and the same margins, spacing, and alignment must be used. If a publication data page or area is included, it may not precede the title page or title area, and it must not suggest your authorship.

20. If you do not include your name on the title page, cover, or in the vicinity of the existing title and author, you must instead include the words "Modified Version." The words "Modified Version" cannot precede the existing title and author, and must not be written larger or smaller than the title or author, and must not appear in a different color, font, or style of text than the title and author. The same margins, spacing, and alignment must be used for the words "Modified Version" as for the title and author. If a publication data page or area is included, it may not precede the title page or title area, and it must not suggest your authorship.

21. The same size, color, font, and style of text, and the same margins, spacing, and paper (or background) must be used consistently throughout any republication, including the endnotes and list of works cited (if any).

22. The following must appear as the first paragraph of the republication, and as the first paragraph in the first main subsequent section (if any): "This work is a modified republication of a presentation originally written and published by T.J. Newton, Copyright 2002 (or the latest copyright date) by T.J. Newton. The original unmodified presentation is available on the Internet at http://www.newsking.com/insecurity." The text must be the same size, color, font, and style as all of the other text, and the same alignment, margins, spacing, and paper (or background) must be used. It cannot appear on a page, screen, or area without any other text, or on a page, screen, or area that does not contain body text.

23. In any republication, this document must still serve as the terms and conditions of the copyright, which in the case of republication is still held by T.J. Newton. You must include this document along with your republication, as explained in Section VI, Part E, Number 4 of this document. (See Section VI, Part E, Numbers 24-25 of this document for additional terms and conditions involving copyrights.)

24. In addition to abiding by the terms and conditions of the copyright held by T.J. Newton, stated in Section VI, Part E, Number 23 of this document, you may also place your own copyright on your work, though the terms and conditions cannot interfere with the terms and conditions of this document. It may be legally possible for you to prohibit republication of your work if you place an additional copyright on your work (see Section II, Part E of this document). If it is legally possible for you to prohibit republication, you may do so, but you are required to abide by the terms and conditions stated in Section VI, Part E, Number 25 of this document.

25. If you place a copyright on your work in addition to the copyright held by T.J. Newton, you must abide by the terms and conditions stated in Section VI, Part E, Numbers 23-24 of this document. Any copyright you place on your republication that may in turn prohibit subsequent republication of your work (re-republication) must not prohibit other republications of this presentation, or prohibit subsequent republication (re-republication) of any part of your work that you did not modify, even if your republication is the most widely available. Modification of this presentation is subject to the terms and conditions stated in Section VI, Part E of this document (see Section VI, Part A, Number 3 of this document). As outlined in Section VI, Part E, Number 22 of this document, you must also include information about obtaining the original publication.

26. You must use the same parenthetical citation style used in the original presentation for any additional material you add. If you do not understand how to cite sources, you should follow the guidelines stated in Section V, Part A of this document.

27. For any part of the original presentation that you modify, you must include an appendix in your republication that contains the text, tables, and/or figures from the original presentation. Only one appendix can be used to satisfy the terms and conditions of Section VI, Part E, Number 27. You cannot use "Appendix I" as the title for any appendices that are not intended to fulfill the terms and conditions stated in Section VI, Part E, Number 28 of this document. You cannot entitle additional appendices, if any, Appendix II or Appendix III unless you are fulfilling the terms and conditions of Section VI, Part F, Number 5 of this document. Under no circumstances can an advertisement, solicitation, or unrelated information be inserted (see Section VI, Part E, Numbers 5,13, and 28 of this document). The terms and conditions for this appendix are stated in Section VI, Part E, Number 27, Subparts a-q of this document.

a) This appendix must be entitled "Appendix I." Appendix I must immediately follow the list of works cited (if any), or else must follow the last paragraph of the republication. You cannot move or omit the list of works cited (see Section VI, Part E, Number 30 of this document). If your modified republication contains more than one appendix, then Appendix I must precede all of the other appendices (see Section VI, Part F, Number 5 of this document). The text of the appendix, including the title, must be the same size, color, and font as all of the other text in your work, and the same alignment, margins, spacing, and paper (or background) must be used. The title must appear at the beginning, or the top, of the first or topmost "page" of Appendix I, preceding all other text. After the title, you must skip one line, and the size of the skipped line must be proportional to the text size. The following paragraph must immediately follow the skipped line: "Appendix I contains text from the original presentation, which was written and published by T.J. Newton, Copyright 2002 (or the latest copyright date) by T.J. Newton. The original unmodified presentation is available on the Internet at http://www.newsking.com/insecurity. Each numbered entry in Appendix I refers to reference numbers included at each instance of modified text, tables, figures, or other media or multimedia that appear in this republication. At the end of each entry in Appendix I, there is a reference to the section, paragraph number, and page number (if any) where the modified text appears in this republication." Another line must be skipped before the first entry in Appendix I, and the skipped line must be proportional to the text size.

b) Every entry in Appendix I must be numbered, starting with number 1, and must proceed in numerical order, increasing by a factor of one, for each additional entry. You must skip one line between each numbered entry in Appendix I, and the skipped line must be proportional to the text size.

c) Following the punctuation mark at the end of the last sentence of each entry in Appendix I, and separated from the punctuation mark at the end of the last sentence of each entry in Appendix I by one space, you must include a reference to the to the text in your republication where the reference to Appendix I appears. The reference to the text of your republication that appears in Appendix I must include the presentation title, section title (if any), page number (if any) and paragraph number. You have the option of counting the paragraphs in a section of subsection, or numbering the paragraphs in the body of your republication and referring to the paragraph numbers you used. If you choose to number the paragraphs in your republication, the number must appear in the left margin no less than one space from the left margin of the text of the paragraph, and the text of the number must be the same size, color, font, and style as all of the other text, and the same alignment, margins, spacing, and paper (or background) must be used for all the numbers. The reference to the text of your republication that appears in Appendix I must follow this format: ("Presentation title" par. 3). So far, your appendix should appear according to the format in the following sample:

Appendix I

Appendix I contains text from the original presentation, which was written and published by T.J. At the end of each entry in Appendix I, there is a reference to the section (if any), paragraph number, and page number (if any) where the modified text appears in this republication.

1) This is the first entry in Appendix I. This entry is a hypothetical example of text from the original presentation. If this were an actual entry, then actual text from the original presentation would be required, and additional formatting would be required. (par. 3)

2) This is the second entry in Appendix I. This entry is a hypothetical example of text from the original presentation. If this were an actual entry, then actual text from the original presentation would be required, and additional formatting would be required. (par. 3)

d) In every instance in which the original presentation is modified, except the instance stated in Section VI, Part E, Number 27, Subpart n of this document, you must include a reference to Appendix 1 in the body of your text. The references must be the same size, color, font, and style as all of the other text in your work, and the same alignment, margins, spacing, and paper (or background) must be used. Your references should be numbered starting with number 1, and must proceed in numerical order, increasing by a factor of one, for each additional instance. The numbers must correspond directly to the numbers in Appendix I (See Section VI, Part E, Number 27, Subpart b of this document). All references should follow this format: (App. I, 1), where "1" is a hypothetical first reference referring to the first entry in Appendix I. Section VI, Part E, Number 27, Subparts e-q of this document describe the placement of references in the body text that refer to Appendix I, and the appropriate corresponding entry in Appendix I, for different instances of modifications. Under no circumstances can an advertisement, solicitation, or unrelated information be inserted in any instance of modification (see Section VI, Part E, Numbers 5,13, and 28 of this document). Different instances of modification include:
· Changes to the original text of a sentence
· Insertion of a word or words into a sentence
· Omission of a word or words from a sentence
· Omission of one or more sentences from a paragraph
· Changes to the original text of more than one sentence in a paragraph
· Insertion of a word or words into more than one sentence in a paragraph
· Omission of a word or words from more than one sentence in a paragraph
· Insertion of a new paragraph between paragraphs that are part of the original publication
· Insertion of consecutive multiple paragraphs between paragraphs that are part of the original publication
· Omission of a paragraph that is part of the original publication
· Omission of multiple consecutive paragraphs that are part of the original publication
· Combination of multiple paragraphs that are part of the original publication
· Division of a paragraph that is part of the original publication into multiple paragraphs
· Rearrangement of the order of paragraphs that appear in the original publication
· Omission of a majority of the original paragraphs or text in a section or subjection of the original publication
· Any modification to a majority of the original paragraphs in a section or subsection of the original publication
· Modification of a majority of the original text in a section or subsection of the original publication
· Omission of an entire section or subsection of the original publication
· Insertion of a new section or subsection into the original presentation
· Omission of a table or figure from the original publication
· Changes to, alteration of, or replacement of a table or figure from the original publication
· Insertion of additional tables, figures, or other media or multimedia into the original presentation

e) If you change the original text of a sentence, or insert a word or words into a sentence, or omit a word or words from a sentence, then you must indicate your modification by including a reference at the end of the modified sentence. All references should follow this format: (App. I, 1). Under no circumstances can an advertisement, solicitation, or unrelated information be inserted (see Section VI, Part E, Numbers 5,13, and 28 of this document). You can never omit a majority of the text or non-text material from the original presentation. The following example demonstrates this format in a sample sentence from a hypothetical modified republication:

This is a sample sentence in which a word has been changed, inserted, or omitted (App. I, 1).

f) The entry in Appendix I that corresponds to preceding sample (see Section VI, Part E, Number 27, Subpart e of this document) must include the number of the reference, in this case Number 1, followed by the sentence that appeared in the original publication. Following the punctuation mark at the end of the last sentence of each entry in Appendix I, and separated from the punctuation mark at the end of the last sentence of each entry in Appendix I by one space, you must include a reference to the to the text in your republication where the reference to Appendix I appears. The reference to the text of your republication that appears in Appendix I must follow this format: (par. 3). The following sample demonstrates the entry in Appendix I that corresponds to the preceding example:

1) This is a hypothetical sentence from the original publication. (par. 3)

g) If you insert or omit one or more sentences from a paragraph, change the original text of more than one sentence in a paragraph, insert a word or words into more than one sentence in a paragraph, or omit a word or words from more than one sentence in a paragraph, then you must indicate your modification by including a reference at the end of the modified paragraph, following the punctuation mark at the end of the last sentence, and separated from the punctuation mark at the end of the last sentence by one space (see Section VI, Part E, Number 27, Subpart m of this document). All references should follow this format: (App. I, 1). Under no circumstances can an advertisement, solicitation, or unrelated information be inserted (see Section VI, Part E, Numbers 5,13,and 28 of this document). You can never omit a majority of the text or non-text material from the original presentation. The following example demonstrates this format in a sample paragraph from a hypothetical modified republication:

This is a modified paragraph in a republication. The modifications made to this paragraph may include the insertion or omission of a sentence, a change in the original text of more than one sentence, the insertion of a word or words into more than one sentence, or the omission of a word or words from more than one sentence. (App. I, 1)

h) The entry in Appendix I that corresponds to preceding sample (Section VI, Part E, Number 27, Subpart g of this document) must include the number of the reference, in this case number 1, followed by the paragraph that appeared in the original publication.

1) This is a hypothetical paragraph from the original publication. Although this paragraph bears no resemblance to the paragraph in Section VI, Part E, Number 27, Subpart g of this document, it is meant to correspond to the paragraph in Section VI, Part E, Number 27 Subpart g of this document. (par. 3)

i) If you insert a new paragraph between paragraphs that are part of the original publication, or insert consecutive multiple paragraphs, then in addition to any terms and conditions stated in Section VI, Part E, Number 27 of this document that may apply, you must indicate your modification by including a reference at the end of the inserted paragraph or paragraphs. In the case of multiple paragraphs, the same reference number must be used for each consecutive paragraph. All references should follow this format: (App. I, 1). The corresponding entry in Appendix I must consist of the paragraph in the original presentation that preceded the inserted paragraph or consecutive paragraphs, followed by the paragraph in the original presentation that proceeded the inserted paragraph or consecutive paragraphs. Under no circumstances can an advertisement, solicitation, or unrelated information be inserted (see Section VI, Part E, Numbers 5,13, and 28 of this document).

j) If you omit a paragraph (see Section VI, Part E, Number 27, Subpart m of this document) that is part of the original publication, or omit multiple consecutive paragraphs, then in addition to any terms and conditions stated in Section VI, Part E, Number 27 of this document that may apply, you must indicate your modification by including a reference at the end of the paragraph that immediately precedes the omitted paragraph or consecutive paragraphs. If the paragraph that immediately precedes the omitted paragraph or consecutive paragraphs is a new paragraph that has been inserted, then in addition to the terms and conditions stated in Section VI, Part E, Number 27, Subpart i, you must include a second reference with a different reference number, which must be higher than the first reference number by a factor of one. All references should follow this format: (App. I, 1). The corresponding entry in Appendix I must consist of the omitted paragraph or consecutive paragraphs. If the paragraph that immediately precedes the omitted paragraph or consecutive paragraphs also contains other references to Appendix I because of modifications made according to the terms and conditions stated in Section VI, Part E, Number 27 of this document, then all of the references in that paragraph should use the same number, and the original paragraphs should appear in Appendix I as a single entry. You can never omit a majority of the text or non-text material from the original presentation.

k) If you combine multiple paragraphs that are part of the original publication, then in addition to any terms and conditions stated in Section VI, Part E, Number 27 that may apply, you must indicate your modification by including a reference at the end of the combined paragraph (see Section VI, Part E, Number 27, Subpart g of this document). All references should follow this format: (App. I, 1). The corresponding entry in Appendix I must consist of the original paragraphs separated as they appear in the original publication. If the combined paragraphs also contain other references to Appendix I because of modifications made according to the terms and conditions stated in Section VI, Part E, Number 27 of this document, then all of the references in that paragraph should use the same number, and the original paragraphs should appear in Appendix I as a single entry.

l) If you divide a paragraph that is part of the original publication into multiple paragraphs, then in addition to any terms and conditions stated in Section VI, Part E, Number 27 of this document that may apply, you must indicate your modification by including a reference at the end of each of the paragraphs that were produced by dividing the paragraph that appeared in the original publication. Each of the paragraphs that were produced by dividing the paragraph that appeared in the original publication should have the same reference number included at the end each paragraph (see Section VI, Part E, Number 27, Subpart g of this document). All references should follow this format: (App. I, 1). The corresponding entry in Appendix I must consist of the original paragraphs combined into one paragraph as it appears in the original publication. If the divided paragraphs also contain other references to Appendix I because of modifications made according to the terms and conditions stated in Section VI, Part E, Number 27 of this document, then all of the references in that paragraph should use the same number, and the original paragraph should appear in Appendix I as a single entry.

m) If you rearrange the order of paragraphs that appear in the original publication, omit a majority of the original paragraphs or text in a section or subjection of the original publication, make any modification to a majority of the original paragraphs in a section or subsection of the original publication, modify a majority of the original text in a section or subsection of the original publication, or omit an entire section or subsection of the original publication, then you must include the entire original section or subsection in Appendix I. In addition to any terms and conditions stated in Section VI, Part E, Number 27 of this document that may apply, you must insert a paragraph at the beginning of the modified section or subsection that reads as follows: "This section has been significantly modified, and differs from the original presentation. The original text of this section is available in Appendix I, Entry [x]" where [x] represents the corresponding entry in Appendix I. You must still make separate entries in Appendix I for each modification as stated in Section VI, Part E, Number 27, Subparts a-q. All references should follow this format: (App. I, 1). You can never omit a majority of the text or non-text material from the original presentation. You cannot omit or move the list of works cited (see Section VI, Part E, Number 30 of this document).

n) If you insert a new section or subsection into the original presentation (see Section VI, Part E, Numbers 5,6, and 28 of this document), you need not make an entry in Appendix I, but your section or subsection must have a unique title, and must be separated from the other sections or subsections by a skipped line preceding and proceeding the inserted section or subsection. If the original presentation does not contain sections or subsections, you must insert new sections or subsections after the last paragraph. The size of the skipped lines must be proportional to the text size. The skipped line proceeding the inserted section or subsection should be followed by an original section or subsection title (see Section VI, Part E, Number 11 of this document) unless it is inserted after the last paragraph of the original presentation. In addition, you must include a paragraph at the beginning of the inserted section or subsection that reads as follows: "This section is not part of the original presentation, and this section was not written, created, produced, or illustrated by T.J. Newton. The original unmodified presentation is available on the Internet at http://www.newsking.com/insecurity." You cannot criticize, critique, demean, or condemn any portion of the original paper, or refer to any portion of the original paper as "wrong," "incorrect," "inaccurate," or use any similar term. Under no circumstances can an advertisement, solicitation, or unrelated information be inserted (see Section VI, Part E, Numbers 5,13, and 28 of this document).

o) If you omit a table or figure from the original publication (see Section VI, Part E, Number 5 of this document), then you must insert a paragraph into your publication in the same place where the table or figure was removed. The paragraph must be preceded and proceeded by a skipped line, and the skipped line must be proportional to the text size. The paragraph must include a reference to Appendix I, where the table or figure from the original presentation must be included as a separate numbered entry. In the following examples, a hypothetical entry number has been used. If you omitted a table, the paragraph must read as follows: "A table that appeared in the original presentation has been omitted in this modification. The original table is available in Appendix I, Entry 4." If you omitted a figure, the paragraph must read as follows: "A figure that appeared in the original presentation has been omitted in this modification. The original figure is available in Appendix I, Entry 5." You can never omit a majority of the text or non-text material from the original presentation.

p) If you changed, altered, or replaced a table or figure (see Section VI, Part E, Number 5 of this document), then you must insert a paragraph preceding the table or figure. This does not include a grayscale, or resized copy of the table or figure from the original publication as long as they are of good quality, including the text. But other changes in the colors, as well as any other changes to any part of a table or figure are included. The paragraph must be preceded and proceeded by a skipped line, and the size of the skipped line must be proportional to the text size. The paragraph must include a reference to Appendix I, where the table or figure from the original presentation must be included as a separate numbered entry. In the following examples, a hypothetical entry number has been used. If you changed, altered, or replaced a table, the paragraph must read as follows: "A table that appeared in the original presentation has been changed, altered, or replaced in this modification. The table is available in Appendix I, Entry 4." If you changed, altered, or replaced a figure, the paragraph must read as follows: "A figure that appeared in the original presentation has been changed, altered, or replaced in this modification. The figure is available in Appendix I, Entry 5." You can never omit a majority of the text or non-text material from the original presentation.

q) If you insert additional tables, figures, or other media or multimedia into the original presentation, but they are not inserted into a section or subsection that you also inserted (see Section VI, Part E, Number 27, Subpart n of this document), then in addition to any terms and conditions stated in Section VI, Part E, Number 27 of this document that may apply, you must indicate your modification by including a reference at the end of the inserted tables, figures, or other media or multimedia. All references should follow this format: (App. I, 1). The corresponding entry in Appendix I must consist of the paragraph, table, or figure in the original presentation that preceded the inserted tables, figures, or other media or multimedia followed by the paragraph, table, or figure in the original presentation that proceeded the inserted tables, figures, or other media or multimedia.

28. In any modification, you must not communicate information that the original presentation does not intend communicate, or that is contrary to the information communicated in the original presentation. This includes any text, sentences, paragraphs, sections, or subsections, or tables or figures that are inserted and referenced in Appendix I. Any modification cannot include information that involves the use of this presentation to represent your views, or the views of any other party, group, organization, school of thought, or individual. You cannot include information from a cited source that contains words, phrases, sentences, paragraphs, or other media, multimedia, or messages that criticize, critique, demean, or condemn all or any portion of the original presentation, or refer to all or any portion of the original presentation as "wrong," "incorrect," "inaccurate," or use any similar term.

29. You are permitted to sell your republication of this presentation for commercial or other purposes, but T.J. Newton must receive 50% of the profits. You must also include information about obtaining the original publication as stated in Section VI, Part E, Number 22 of this document, and you are still subject to the terms and conditions stated in this document, including Section VI, Part E, Numbers 23-25 of this document regarding additional copyrights. If you do not sell your republication, but instead charge a fee for redistribution of your republication of this presentation, such as the price of a magazine or a fee for access to a web site or distribution network, T.J. Newton must receive 50% of all profits related to the redistribution of your republication of this presentation.

30. You may add additional entries to the list of works cited (if any), but you may not remove any sources, and you must list all entries in alphabetical order by author. The complete list of works cited (if any) must appear in any republication, and cannot be moved from its location in the original publication.

31. You are permitted to omit the "Feedback" section of this presentation in any republication.

32. Section VI, Part E, Number 32 of this document also entails the terms and conditions stated in Section VIII of this document. See Section VIII of this document for more information regarding the use of the word HomelandInsecurity.org, or any similar word.

F. Re-republication
1. A re-republication is a republication of a republication. For example, if someone republished the original presentation, and you in turn want to republish their republication, then your republication of their republication is actually a re-republication of the original presentation. In most cases, you can treat the republication as though it is the original publication, though there will be some differences. You must still abide by the terms and conditions in Section VI of this document for all re-republications, so you must still refer to the appropriate Part of Section VI of this document depending on the type of re-republication you are doing (see Section VI, Part A, Number 3 of this document).

2. If there is an additional name or names appearing on the cover, title page or area, or publication information page or area, you must include the name or names in your re-republication according to the same terms and conditions stated in Section VI, Parts B-E of this document (depending on the type of re-republication) for displaying the title and author.

3. Unless you are republishing from an exact copy (see Section VI, Part B of this document), the first paragraph, and sometimes the first paragraph in the first main subsequent section, should contain information about obtaining the original publication. While you are still required to include this information in any re-republication, you may also be required to include information about obtaining the republication.

4. Edited or modified portions of some republications may be protected by additional copyrights. The original text, protected by this document, should be available in Appendix I, or in footnotes or endnotes, depending on the type of republication you possess.

5. You must republish all appendices that may be included in the republication you are using. If you are further modifying the republication, you are subject to the terms and conditions stated in Section VI, Part E of this document, and must include an appendix, as stated in Section VI, Part E, Number 27 of this document. If there is not already an appendix entitled "Appendix I," then you are subject to the terms and conditions of Section VI, Part E, Number 27 of this document as worded. If there is already an appendix entitled "Appendix I, " but there is not an appendix entitled "Appendix II," then to fulfill the terms and conditions stated in Section VI, Part E, Number 27 of this document, you must use "Appendix II" as the title of the appendix described in Section VI, Part E, Number 27 of this document. Your references should be changed appropriately. Appendix II must immediately follow Appendix I. If you are modifying text that was edited or modified by a third party, that text may be protected by additional copyrights. If there is already an appendix entitled "Appendix II, " but there is not an appendix entitled "Appendix III," then to fulfill the terms and conditions stated in Section VI, Part E, Number 27 of this document, you must use "Appendix III" as the title of the appendix described in Section VI, Part E, Number 27 of this document. Your references should be changed appropriately. Appendix III must immediately follow Appendix II. If you are modifying text that was edited or modified by a third party, that text may be protected by additional copyrights. If there is already an appendix entitled Appendix III, then you are not permitted to modify the republication unless the original publication is included preceding any and all republications, which, if necessary, may be reconstructed from the republication being used.

6. You must republish all footnotes and endnotes that may be included in the republication you are using. If you are further editing, but not modifying, the republication, you are subject to the terms and conditions stated in Section VI, Part D of this document, and must include footnotes or endnotes as stated in Section VI, Part D, Number 25 of this document. If there are already footnotes or endnotes enumerated using lower case roman numerals in the republication you are using, you must integrate your references to edited text into the existing footnote or endnote numbering scheme. If you want to distinguish the portions you edited from the portions edited by someone else, you should include an appendix as described in Section VI, Part E, Number 27 of this document.

7. You must include this document in any re-republication. If the republication you are in turn republishing does not contain an appendix, then this document must immediately follow the list of works cited (if any), or else must follow the last paragraph of the republication. If the republication you are in turn republishing does contain an appendix, and the appendix is entitled "Appendix I," "Appendix II," or "Appendix III," then this document must immediately follow the latter of the three appendices. The appearance of this document in a republication does not mean you can edit, modify, or reinterpret this document in your re-republication.

8. All re-republications are subject to the terms and conditions outlined in Section VI, Parts B-E, and Part G of this document, depending on the type of re-republication.

9. You must be sure you never omit a majority of the text or non-text material from the original presentation (the written and graphical material published [see Section II of this document) on the Internet at http://www.newsking.com/insecurity, which is written and illustrated by T.J. Newton].

10. The original presentation, or any republication, cannot be obscured, overlaid, surrounded, or bordered by additional text, images, audio, video, or other media or multimedia, nor can any such text or non-text material underlie or otherwise constitute the background of the original presentation.

11. Section VI, Part F, Number 11 of this document also entails the terms and conditions stated in Section VIII of this document. See Section VIII of this document for more information regarding the use of the word HomelandInsecurity.org, or any similar word.

12. You are permitted to sell your re-republication of this presentation for commercial or other purposes, but T.J. Newton must receive 50% of the profits. You must also include information about obtaining the original publication as stated in Section VI, Parts C-E of this document, and you are still subject to the terms and conditions stated in this document, including terms and conditions regarding additional copyrights. Some republications may be subject to additional copyrights on edited or modified material. If you do not sell your republication, but instead charge a fee for redistribution of your republication of this presentation, such as the price of a magazine or a fee for access to a web site or distribution network, T.J. Newton must receive 50% of all profits related to the redistribution of your republication of this presentation.

The version of this presentation from which the majority of republished material is republished from, including text, figures, tables, and other media or multimedia, must be treated as the original publication according to terms and conditions stated in Section VI, Part G of this document, unless the majority of republished material is republished from the original publication [the written and graphical material published (see Section II of this document) on the Internet at http://www.newsking.com/insecurity, which is written and illustrated by T.J. Newton]. Any additional versions from which material is republished must be treated as a source, and cited according to the terms and conditions stated in Section V of this document. Under no circumstances can an advertisement, solicitation, or unrelated information be inserted (see Section VI, Part E, Numbers 5,13, and 28 of this document)

3. The text and non-text material contained in the original presentation, referring to the written and graphical material published (see Section II of this document) on the Internet at http://www.newsking.com/insecurity, which is written and illustrated by T.J. Newton, must always constitute a majority of the total text and non-text material of any republication (see Section VI, Part E, Number 3 of this document).
